Introduction:
Canada’s International Mobility Program (IMP) allows employers to hire foreign workers without an LMIA where broader economic, cultural, or reciprocal benefits exist. Two key LMIA-exempt provisions under the program are R204, which is based on international agreements and trade obligations, and R205, which focuses on Canadian interests such as significant economic, social, or cultural benefit. While R204 pathways are generally more structured and predictable, R205 applications rely more heavily on officer discretion and strategic evidence.
